This purpose of this report is to report on progress made towards identifying and improving the energy efficiency of all residential accomodation through practicable and cost-effective measures. Thus the Home Energy Conservation Act (HECA) develops an integrated approach between housing and energy efficiency strategies.
NEDEF, which is part of the UK Home Energy Conservation Association (UK HECA), is a network of local authority HECA officers in the North East. Andy Stevenson is the Chair of the group which meets three times per year.
